Popular artists like Jack Vettriano paint the most simple and basic things yet bring in millions of pounds. Because he used merchandise to promote his paintings instead of trying to get them into famous art galleries who turned him away. He made a fortune promoting hid idealistic scenes of romance on place mats, tea towels and other items. This does not mean his work is of good quality. I do like his work however when looking for quality art you think of Van Gough or famous names you see hanging in art galleries like The Tate. But some art in the high end galleries are only there through connections. So no popularity does not equal quality in my opinion.
